Finance Department

Finance Director: Jeffrey Martynowicz

The Finance Department is comprised of accounting, utility billing, human resources and information technology. The department is responsible for all financial records and transactions for the Village, including general ledgers, payroll, accounts payable, investments, and fixed assets. The department also prepares the annual budget, comprehensive annual financial report (CAFR), and the annual update of the 5-year capital improvements plan. The Finance Director is the Village Treasurer, and, as such, functions as treasurer to the Police Pension Fund. This includes investment decisions and all financial transactions required in the pension fund.

Human Resources provides services and assistance to all Village employees, including managerial staff. Recruiting, benefit administration, employee relations, and post-employment requirements are part of the services provided.

The Utility Billing function is responsible for the billing and collection of fees for water and sewer service.

Information Technology maintains the Village’s information systems, which include local and wide-area networks, corporate software systems, document imaging system, printers, copiers, telephone system, personal computers and the Village’s web site.

Moody’s Affirms Bartlett’s Aa1 Rating
Moody’s Investors Services has affirmed an Aa1 rating to the Village of Bartlett’s $13.5 million general obligation bonds, which had a sale date of April 17. The Aa1 credit rating is among the very top percentile for municipalities in the nation. According to Moody’s, obligations rated Aa are judged to be of high quality and are subject to very low credit risk. The modifier 1 indicates that the obligation ranks in the higher end of its generic rating category.

In its review of Bartlett’s rating, Moody’s considered the Village’s “strong and proactive management team that has managed to navigate pressured economic times and still maintain a strong financial position.”

“Given the Village’s demonstrated record of tight budget management, commitment to maintaining strong reserve levels and substantial flexibility afforded it as a home rule village, financial operations will likely continue to remain favorable,” stated Moody’s in its summary report.

“The Village’s long history of conservative financial practices is the basis for this positive rating. The end result is lower borrowing costs for the Village of Bartlett and savings for our residents in the long run,” said Village President Michael Airdo.

The bond issue will fund street improvements on approximately 40 miles of Village roads over a period of three years. It also will pay for a portion of the flood mitigation plan for the Hearthwood Farms area.

The road work will include pavement milling, patching and resurfacing with a very limited curb replacement. According to Public Works Director Paul Kuester the roads in need of repairs have already been identified.

The Village’s annual Motor Fuel Tax road improvements project only provides for resurfacing of about 2 percent of municipal streets annually. The large bond project will help with the worst pavements and greatly reduce the backlog of work. 

 

 

Water & Sewer Rates
Effective January 1, 2012, water rates increased 13% and effective May 1, 2012, sewer rates increased 9%. The water rate as of January 1 is $6.36/1,000 gallons. As of May 1, the sewer rate for a Cook County resident is $0.77/1,000 gallons + a minimum usage charge of $9.21. DuPage County residents will pay a sewer rate of $1.94/1,000 gallons + a minimum usage charge of $10.85.

The impact on an individual customer will depend on their consumption.  After May 1, a Cook County resident using 6,000 gallons per month will have a combined water and sewer bill of $51.99 and a DuPage County resident will pay $60.65.

All Bartlett residents who are age 65 and older and who are responsible for the payment of their own water charges are eligible to receive a 10% discount on all water charges.

You Should Know

Each year, the Village of Bartlett prepares two budgets to guide its services and financial activities for the year, an annual budget and a capital improvements budget. The annual budget covers the upcoming fiscal year, which runs May 1 through April 30. The capital budget covers a five-year period and only includes major capital projects.
